State Board of Education re-elects USD professor as president
Duncan, an assistant professor at the University of South Dakota, is in her 14th year on the board. She has a PhD in counselor education. Kirkegaard, of Britton, was appointed to the board in December 2006. He has worked in K-12 education for more than 25 years and is currently superintendent of the Britton-Hecla School District.
Two members were reappointed to the board by Gov. Mike Rounds following the expiration of their terms on Dec. 31, 2009. Glenna Fouberg of Aberdeen and Marilyn Hoyt of Huron will continue to serve on the board.
Though retired, Fouberg, a former South Dakota Teacher of the Year, still serves as the chief examiner for GED testing and co-chair of the Junior Achievement program in the Aberdeen area. She has been on the state Board of Education since January 1998. Hoyt has been a member of the board since April 1995. She was chairman of the Huron College/University Board of Trustees during the institution’s transition from a church-affiliated college to a private sector college, and also served as International Student Advisor for more than a decade.
Remaining members of the South Dakota Board of Education include Richard Gowen and Stacy Phelps, both of Rapid City, Phyllis Heineman and Patricia Simmons, both of Sioux Falls, and Terry Sabers of Mitchell.
